Before Silas Ramsbottom assembled the minions who where currently testing the gadgets, a colleague of Brian shot him with a tranquilizer gun making his entire body weak and numb to the touch. Being "shocked" about this, the colleauge then looked through a medical supply kit when he found and used a defibrillator on him.
As he's awake and mad, their boss and the scientists walk through them. They were "shocked" and accidentally used the device on themselves leaving them both on the floor.
